1Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.2Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.3For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.4For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.5Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.6This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing.7Give to everyone what you owe them: if you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honour, then honour.
Love fulfils the law
8Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.9The commandments, ‘You shall not commit adultery,’ ‘You shall not murder,’ ‘You shall not steal,’ ‘You shall not covet,’* and whatever other command there may be, are summed up in this one command: ‘Love your neighbour as yourself.’10Love does no harm to a neighbour. Therefore love is the fulfilment of the law.
The day is near
11And do this, understanding the present time: the hour has already come for you to wake up from your slumber, because our salvation is nearer now than when we first believed.12The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armour of light.13Let us behave decently, as in the daytime, not in carousing and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy.14Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the flesh.*

1مطيع دولت و قوانين آن باشيد، زيرا آن را خدا برقرار كرده است. در تمام نقاط جهان، همهٔ دولتها را خدا بر سر قدرت آورده است.2پس هر كه از قوانين كشور سرپيچی كند، در واقع از خدا نااطاعتی كرده است، و البته مجازات خواهد شد.3آنانی كه اعمالشان درست است، از مأموران دولت هراسی ندارند، اما افراد خطاكار و نادرست هميشه از آنان میترسند. پس اگر میخواهی در ترس و دلهره به سر نبری، قوانين را اطاعت كن و آسوده باش!4مأمور دولت از جانب خدا وظيفه دارد به تو كمک كند. اما اگر كار خلافی انجام دهی، از او بترس زيرا تو را مجازات خواهد كرد. خدا او را مقرر كرده تا كسانی را كه خلاف میكنند مجازات كند.5پس به دو دليل بايد مطيع قانون باشی: اول برای اينكه مجازات نشوی؛ و دوم برای اينكه میدانی اطاعت، وظيفهٔ توست.6به همين دو دليل نيز بايد مالياتهايتان را بپردازيد تا حقوق كاركنان دولت تأمين شود و بتوانند به انجام كار خدا، يعنی خدمت به شما ادامه دهند.7حق هر كس را به او ادا كنيد: مالياتها را از روی ميل بپردازيد؛ از افراد مافوق خود اطاعت نماييد؛ و به آنانی كه سزاوار احترامند، احترام كنيد.

8تمام بدهیهای خود را بپردازيد تا به كسی مديون نباشيد. فقط خود را مديون بدانيد كه مردم را محبت كنيد. هرگز از محبت نمودن باز نايستيد زيرا با محبت كردن به ديگران، در واقع از احكام الهی اطاعت كردهايد و خواست خدا را بجا آوردهايد.9اگر همسايه و همنوع خود را به همان اندازه دوست بداريد كه خود را دوست میداريد، هرگز راضی نخواهيد شد كه به او صدمه بزنيد، يا فريبش دهيد، يا او را به قتل برسانيد و يا مالش را بدزديد؛ و هرگز به زن و به اموال او چشم طمع نخواهيد دوخت؛ خلاصه، هيچيک از كارهايی را كه خدا در ده فرمان منع كرده است، انجام نخواهيد داد. بنابراين، ده فرمان در اين فرمان خلاصه میشود كه«همسايهٔ خود را دوست بدار، به همان اندازه كه خود را دوست میداری.»10بلی، محبت به هيچكس بدی نمیكند. پس اگر به انسانها محبت نماييد، مانند آنست كه همهٔ دستورات و احكام الهی را بجا آوردهايد. خلاصه، تنها حكم و قانونی كه لازم داريد، محبت است.11مسئلهٔ ديگری كه ما را به انجام اعمال نيک ترغيب میكند، اينست كه وقت به سرعت میگذرد و عمر ما به پايان میرسد. پس بيدار شويد زيرا اكنون وقت بازگشت خداوند نزديكتر است از آن زمانی كه ايمان آورديم.12«شب» به پايان خود رسيده و«روز» نزديک است. بنابراين، اعمال گناهآلود تاريكی را كنار گذارده، در نور خدا زندگی پاک و مقدسی را در پيش گيريد، زيرا اين وظيفهٔ ماست كه در نور زندگی كنيم! آنچه میكنيد با شايستگی باشد. از حضور در محافل عياشی و نيز از مستی و زنا و شهوترانی و دعوا و حسادت بپرهيزيد.14تمام وجودتان از آن مسيح باشد؛ به دنبال هوسهای جسم نرويد.
